Hi,
Check Horizontal output transistor Q405 as if it gets short, tv wont power up and generate high voltage.
Do you have service manual/ schematics for this tv?
Let me know if you need copy that will help you much to test parts and voltages in circuit board.
Thanks.

DEAD JUST STANBY LIGHT FLASHING AND HIGH VOLTAGE COMING AND COMING OUT A 1 SEC AFTER.

If the high voltage comes up and goes right down something in that area is either shorted , open or bad---only thing in power supply that could cause this is if the main voltage (130 volts plus to the high voltage area is HIGH---the high voltage will go excessive and shut the set down--xray protection.

When we try to turn on the tv (toshiba model 32A43) it makes the sound of turning on then off and the screen stays black and a red light by the power button keeps binking

You're either losing high voltage or power supply is not producing the horizontal drive signal, Check for 130v on the collector of the horizontal output transistor, if you're missing your voltage, you have a power supply problem. If voltage is too high you have something open in the power supply such as a low value resistor. If its low, something is shorted in power supply, possibly voltage regulator ic.

I have Toshiba 32A42 CRT TV that stopped working

This unit has a horizontal/high voltage issue. This is a dangerous circuit to work with so you should have a shop check it for you. Thanks for using fixya.

TV video/audio problem

It may not need repair or replacement.
Unplug the set at least overnight; the CRT (picture tube) has voltages that may be as high as 30,000 volts and take time to bleed off. Believe me, it stings if it bites you.
Remove the rear housing of the set, then use a clean (preferably new) 2-3" paint brush to whisk away any dust deposits you see. This works best with the nozzle of your vacuum cleaner near the area you are cleaning.
The problem you describe can be caused by an accumulation of dust that is picking up moisture from the air and temporarily creating a path for high voltage to discharge which can cause all kinds of strange occurances such as you describe. The warmup of the set dries out this moisture removing the discharge path.    If you don't remove this dust buildup, it will eventually damage the high voltage circuit if not others as well. That high voltage is a healthy static charge and wasn't designed to supply a lot of current which it has to do when discharging.

My set has deveolped an intermittent high pitch squeal.

It always nice when the high-voltage circuit gives you fair warning of impending doom. Have the high-voltage (flyback) transformer replaced now before it fails catastrophically and wipes out other stuff with it. There are other things that could make noise too, same advice applies to them.
Hope ya fix it!

Toshiba 35

turn the tv off ,disconnect from power source , then you can
wait 1 hour appx. ,for the crt to discharge it self ,or you can
being very  carefull discharge the crt by inserting a long
screw driver under the ground strap that runs across the crt
(thats the metallic one ) the other screw driver under the anode
high voltage cap (thats the one that connects to the top center
of the crt) then short the two screw drivers together ,you should
see a little spark if there was any voltage there ,after that you
can solder  all the cold solder joints.
May I suggest that you check the main chassis also for cold solder joints.
I have checked many a TV.,and I always check the main chassis  to prevent callbacks.
BE SURE  NOT TO CREATE SHORTS WHEN YOU SOLDER
USE A 40 WATT SOLDERING PENSIL/IRON
TAKE YOUR TIME. YOU SHOULD HAVE NO PROBLEM.

The high voltage should be around 29.5 KV and not fuctuate between 20-30 KV that would indicate a high voltage regulation issue then. Are the filaments lighted up in the neck of the CRT? If so then yes you are probably looking at a low voltage issue such as a 12 volt source or a a/v switching IC issue.

Tv screen goes black for a few seconds

do you get sound while screen does black? what do you mean by "until eventually it has turned black and will not come back"? is it black from the minute you turn the tv on untill you turn it off? if sound is good but picture is black, it may be the resault of a fried monitor tube, in this case replacement will cost alot. if sound is dead also, them it is probobly power supply related issue. get out your DMM and measure the voltages in the power supply. When the screen goes black, is there still regulated B+ going to the circuitry? Do you still have HV? Is the filament of the CRT lit? Does the set still have a raster (you may have temporarily increase the screen setting to see it)? Do you measure any of the flyback derived B+ voltages that go to the video processing, tuner, Vertical Deflection, and other circuitry?
