There are 2 reasons that your computer won't start properly from your descriptions.
1. The CMOS battery (CR2032) 3V might be faulty or weak.
2. Your System is badly corrupted (due to Malware/spyware or virus infections) then you need to reformat and reinstall the operating system again.
If you can't fix it, go to a reliable PC shop. It won't cost much.
