Question about Hoover SteamVac Carpet/Upholstery Deep Cleaner Vacuum
The vacuum adapter is missing from the dirty water tank. Also check the intake part of the machine, it is clogged and must be cleared of hair and dirt (with the supplied plastic wand)

Its possible that you don't have the recovery tank lid on correctly.
Have you checked from the floor unit to see if the brushes are rotating if so equipped,then from there is the fan turning that provides the suction power to the collection area bag, possibly the new collection bag is bad as it needs a certain amount of air thru it or the fan cant send debris to the bag because of back pressure on the bag.
