Sounds like GPU failure. unfortunately its nigh on impossible to replace without replacing the whole board which can be expensive. I saw a few on ebay for around £120.

Sounds like the display adapter is either failing or has a bad driver.
Does it do the same in safe mode? If so its a bad display adapter,
If it does not do it , then it needs the corrupted or missing display driver.

i had the same problem and i replaced the inverter but that did not work then i replaced the backlight and no problems since then.
This seems to be a problem with alot of toshibas and i dont know why they install these useless backlights. Backlights are supposed to outlive the laptop.
I paid about 20 dollars for the backlight rather than pay $200 dollars for the whole LCD but it is a very tricky job so be very carefull.
