Parental control (by 2 users)

Some how the parental control on this set has been set to "always" and the password in not known. How can this be cleared???

my sister gave me her Quasar tv, and she forgot the parental control code. I can't watch any cable movie channels because its comes up Program rating exceeded..access code, and i don't have the code. how can i resolve this? is there a bybass code? please help!!
