The price sounds very reasonable, the fix can be done by someone who knows how to solder. It is fairly simple but should only be attempted by someone who can solder and knows what is dangerous such as the capacitors. The tv should be unplugged overnight to give time to discharge and to fix it, simply cut off the old soldered connections and solder the new pieces back on.

If you don't know how to solder, then having the repairman do it wouldn't be a bad idea, but you could also see what someone else may charge you.
