There is a supressor, probably inside the case of the foot control, less likely in the body of the machine, that has burned out.......you may notice an acrid plastic/burnt odour near the source....sniff at the pedal or the rear of the machine to try to ident the location.
It is not actually necessary for the operation of the machine, it only stops interference if sewing while someone else is watching or listening to TV and Radio.
If you do not feel confident to undo, locate and remove this component I strongly suggest a quick trip to the repair shop (phone first, say the supressor is blown and ask for a quote)
You could also have a general service at the same time if it has been a while and is within your budget.

Yes, you should be able to just push in on the blade and flip it up out of the way. Page 22 of the machine's handbook shows how to change the blades, so you should be able to remove them the same way.

the eyes of the needles must line up with lower looper as they pass (timing) the distance between the needle and the looper must be exact. No distance between them and not touching. yep, that tight. they shouldnt move the needle even the slightest amount as they pass each other, yet no space between them.
