Office with several user accounts, same computer
When installing software, you are often given the choice to install it for the current user or all users. To avoid this problem in future, make sure you select the "all users" option.
Hopefully, the problem is a missing shortcut. You can check this by logging into an account that does not seem to have Office, opening up your C drive and navigating to "Program Files\Microsoft Office". In there, you'll find and "Office<x>" (<x> depends on the version of Office). In that directory you will find WINWORD.EXE. Double click it and Word should start. If it does, your problem is just the shortcut. If not, there is more happening behind the scene, and the best solution is to uninstall and reinstall for all users.
If it is a shortcut problem, the fix is simple. There are many solutions, but this is probably the simplest and will give you an idea as to what has gone wrong and how to fix the problem from here on for other software. Right click on the start button and select "Explore All Users". This is what it is in XP, but I suspect Vista has something similar. You will see that you are in "Documents and Settings\All Users\Start Menu". You will also see a folder in "Documents and Settings" for each account, including the one that does have Office. Go to "Documents and Settings\<user>\Start Menu\Programs". In there, you will find the Office part of the start menu that the 'privileged' account has. Point to the folder, right click, and select Copy. Now go to "Documents and Settings\All Users\Start Menu\Programs" and Paste the Office folder there. You will need to point the mouse at the file content panel on the right side of the screen. Now all users should see the menu, not just the one account.
