I have seen this problem on a couple of Dell 3000 series printers. The first cause is a dirty paper feed roller. Just remove the paper tray completely and look inside the open port toward the back and in the center from left to right. A flashlight will help. You should be able to see a gray/black rubber tire an inch or inch and a half wide. You can clean it with a cloth damped with glass cleaner. While you are looking into this port check for the second cause. You should see 2 small white plastic blocks, towards the back, on the bottom sheet metal pan on the bottom of this port. Just make sure there is a block at each side and both are attached. I have see one of these blocks get popped out. Since these blocks release the paper lift plate in the tray when inserted, what happens is the paper is not lifted up to the feed roller to be fed into the printer.
