My Sharp tv was affected by a power surge and I have no power. Is there a way to determine if it is the power supply? Thanks

Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Samsung 2243nw blinks black and white

Are you sure its the monitor and not the computer or graphics card. Almost sounds like the computer has booted into some type of default mode or is at the DOS "command line prompt".
Not quite sure what "cable" you are speaking of sound like your talking about the power cable and what would not have any effect if not getting video data.
Are you sure that your Op System has come up?

Hifonics zeus z400 red diagnostic light blinks on a bench test ? whats that mean any one know.

yes you have a internal fault of the amp. the circuit that puts it into safe mode is bad and or a channel or power supply and that is a very small chip on the board know as a op amp. needs to be repaired.
