Make sure there is power at the outlet, surge suppressor, power strip. Be sure any connected UPS is on. Try again.

Remove any recently installed hardware and go for boot. If the PC boots, check to make sure that the new hardware does not overload the old power supply - if it does, replace with a higher capacity power supply and go for boot.

Open the PC. Look for indication of power - LEDs, fan, etc. Replace the power cord between the outlet and computer if one is available, and go for boot.

If possible, obtain a power supply tester to determine if the power supply has failed. Replace any failed Power Supply and go for boot.

Disconnect power. Disconnect all non-required cables and accessories. Leave only the power and data cables for power supply, boot drive, video card, mouse, memory and keyboard connected - everything else should be removed (with the exception of the small cables that go to the MoBo headers for LEDs, and switches on the case). Everything means both data and power cables. All controller cards should be removed as well unless using on-board or built-in controllers. Reconnect power and try for Boot.

Add devices, cables, etc one at a time to determine which is causing the fault. A PC that boots and shuts down shortly after could be an indication of overheating / over load. Clean dirt & dust from case, ventilation slots, etc. Make sure all fans spin freely - replace any that do not.

Those are some things to start working on.. hopefully, you'll find the problem and not have to go further. Good luck!

How to fix mainboard when can't turn on

What makes you say that Motherboard needs fixing? If you hear cpu fan working and hard drive turning plus some indicator lights especially one for HDD then Graphics problem most likely, BUT with not clear explanation by you what you mean not you mean not turn on, naturally PC need good working PSU, motherboard to be Ok, Graphics and Memory only to be able to get into BIOS, all other devices can be re-connected later.

I turn on the system and the Sony Computer Entertainment screen comes up with some type of graphic design and will not go any further into the menu.

ok my name is Juan I got 3 solutions for you the problem you have is with the VGA chip under the chip there is about a 100 small pins directly connected to the motherboard and one or more of this connections are not making a good contact some ps3's they don't turn on at all some turn on but they freeze right away and here is your 3 solutions
1._ trow your motherboard away
2._ buy another motherboard or ps3 I have motherboards on sale for 70.dls on ebay
3._ send your motherboard to me and I can fix it the only way to fix this problem is to put the motherboard in an special oven controlled by computer the computer will bring the temperature up to the point of melting the joints under the VGA to make any broken connection make contact again this is why the temperature has to be controlled by computer to bring the temperature up to the melting point of the solder and don't cause any other damage t any of the electronics and if you have saved games they will be there after your motherboard gets fix but if you buy another motherboard you will lose all of your games let me know what you think about it

Probably power supply or motherboard. Too old to fix really, you might get away with a powersupply but it's hard to tell.
