I had the same problem with the 1600 Scunci Floor model...It seems that steamers are prong to calcium deposits. This is especially true if you have hard water. I tried everything....I even opened the unit up...I don't suggest you do that but you can fix the problem by buying a new hose...just google Scunci Accessories....I actually got my working but I don't trust my home made remedy....I'm just gonna buy a new hose....I learned also that you should put CLR and vinegar in the steamer before each use to avoid the calcium deposits.

Your heater in the cleaner is either plugged or has quit working, make sure you are getting a good ground for the cleaner. you may want to check the ground pin on the cord and make sure it is not loose or broken.

My Bissell stops releasing shampoo when the handle is lacked upright, when there is no water in the tank (the most common cause of this issue), or when water is not flowing through the machine because the sprayers are clogged.
Make sure the shampoo container grommet is releasing properly when you press the trigger. To check this, remove the shampoo tank from the Bissell, stand over a sink, and use a finger to push up inside the grommet on the shampoo container, the part of it that mates with the rest of the Bissell. Shampoo should dribble out when you do this. If it won't, the grommet may be clogged.

I solved a problem like this on FIXYA, just a few months ago. I gave this solution. Try to fill the machine from somewhere else. You can do this from the outlet. If you manage to do this, put on the machine. ( now you know that when there is hot water in the machine, the tap goes round free for safety). Now as the water starts to cool down....start trying to see if you can unscrew it. My plan is that with the hot water, the safety will start to work again. If the cap does not release the safety on cooling, then there is no other way but to destroy the cap and replace with a new one. Very important to mention that this job must be done by a qualified technician or some one who knows what he is doing. Working with hot water is very dangerous.
