That means your iphone was fully format and the following patch was lost and needs this following method.
1. Activate the phone - just plug the phone to itunes,insert a softbank simcard or any activation sim that will open springboard

3. Unlock - unlocking your iphone so any service provider sim will be accepted. using a pc software or wi-fi unlocking.
Try holding the home button (one on the front of the phone) and the power button (at top of phone) down both at the same time until the the screen flickers off, then keep held down or repeat this until the apple logo reappears.
You need to a fresh restore of the iPhone. Hold down the home and power buttons together until the screen goes black. Then while the screen is still black, plug it into your computer WHILE holding down the home button.
At this point iTunes should detect your iPhone and tell you that you need to do a restore.
