The carb is filling the cylinder replace or rebuild the carb and replace the float and ajust chances are the float is not set right to low or has a pin hole and sinking allowing gas to constant flow in to cylinders.

the ignition wires will need to dry out, if they get soaked it will not start unless you have good wires, when they start to get old they are more prone to not working when they get wet.

this is providing the starter cranks the engine and it did not hydro lock from water getting into the engine.

I started the engine twice after the engine was already running...I assume I might have flooded the engine with fuel? But when I turned off the engine the car didn't start again and the Anti-Lock Light...

If the engine is running when you try to use the starter, it won't flood the engine, it is already running. What happens is the starter gear tries to lock into the flywheel and this causes the starter to spin faster then it is supposed to. It is likely you damaged the starter and it needs replaced. You can remove it and have Auto Zone test it for free.

When outside temp is above 80 degrees, engine will not start after running for a while. maybe vapor lock? After engine cools, 15-20 minutes engine starts.

Check the Engine Coolant Temperature sensor. If it is faulty or disconnected, it will tell the engine computer that the engine is still fully cold even when it is actually warm. The computer will then schedule too much fuel for a warm start--flooding the engine. You wind up waiting for the excess fuel to evaporate and the engine to cool down some and "match" the faulty sensor before it will start.

Another possibility is a leaking fuel injector. Again, a warm engine with too much fuel dripping from an injector will flood.

this could be quiet expensive, try and get insurance if the engine was in a flood, expect around the $1500 mark for the inspection and another $2000 for parts and labour

Engine itermittently will flood on startup to the point it feels like engine is locking up. can go two weeks or two days, when it runs , it runs normal, problem always occurs after a cold soak. sensor data...

Gads, this is not a good condition. expecially teh locking up engine comment. Engines with fluid in the cylinder cannot compress the 8 to 1 (or so) and when it does, something has to give, normally you crack rings.

When the vehicle does start, do you get any smoke? Any management system protests?

do not live with this issue, short engine life wil result.

2003 minicooper,the road flooded,water went into the air intake.

has it a tinming belt if so id check it hasnt moved a tooth or it could of streched and bent a valve

Engine Flooding

Double check all freeze plugs they have been known to cause funky problems, that also could be the fuel pressure regulator malfuctioning...
