Ok, well there are only really two things that can cause this, One, is that you have the wrong Keyboard "Map" Country Code set. OR Two, That you have an actual keyboard faulty.
To eliminate the first one, go to this website below and set it up as shown. Now remember that one can also if using Vista, Win 7, use the On Screen Keyboard, if one gets stuck.
If setting the KB code, doesn't change things, your keyboard is faulty get a new one, they are very inexpensive.
