2 things can cause that: either the page itself is blocked by something on your pc(usually it's a security system with child protection activated) or the browser that you use is corrupted/hijacked.
Without a lot more details about your pc all i can say to you is to replace the security program (or disable it temporarily), use another browser or just reinstall.
Or you could use a Linux Live-CD and bypass everything.
