I haven't seen the unit you refer too but it sounds like many others that I have seen. The white stuff is heat transfer compound as used on CPU heat sinks, DO NOT WIPE IT CLEAN, if you have then it will need replacing. Check the fan is running at full speed to cool the heat sink that the plate is attached to. If there is no fan then there isnt much else that can be wrong with it apart from the control circuit, but that seems to be working as you say the plate gets hot.

First question, do you have power to the unit and the cooling fan is not working? If this is the problem then sounds like one of the two fuses in back panel has burnt out.

you might be able to get one at the junk yaqrd or dump
its a relay overload on the compressor
look back at the compressor
there should be a block on one side that the relay and overlaod
go to repair clinic they sdhould have what you need

has the cellar ever worked right in your home? These small refrigeration units basically move heat from a conditioned space to another space that is not objectionable such as your home where your central air system then moves the btu's. This being said, the cellar has a ventilation system that must pull in room air and push out the box air. these vents must be clean and clear of obstrucions to ensure proper performance by the equipment
