Hi, if the phone is brand new then you know their shouldnt be any problem with the phone the chances are the problem is with the sim card, you need to call the network provider the sim is with and register the sim card once it is registered you will be able to use your phone with no restrictions
contact your service provider and they will register the sim card or provide you with a new sim card that is not blocked
