Hi,
Are you trying to play any games? Check the configuration required to play that game. you can try to upgrade the directx. If it works,

However the error D3DERR NOT AVAILABLE means This device does not support the queried technique.

For marine sharpshooter 2 how do i fix the could not initialize render error? i have direct x 9 and my video card is fine.

Marine Sharpshooter II (PC)

The Bug: Error message "Could Not Initialize the Renderer" means that your video card does not properly support the features required by Marine Sharpshooter II. Specifically, your card does not support Hardware Transform and Lighting functions, often referred to as Hardware T&L. Essentially, it's a portion of the math and setup for the graphics that the video card handles instead of the main CPU.

The Fix: You need at least a nVidia Geforce 2 or ATI Radeon 7200 video card for Marine Sharpshooter II.
