Th epproblem you are most likely have is from a safety called a flag switch usually located either in the blower or right past it. When you unplug and replug you reset the switch. Sequence of events.
1 fan comes on.
2 switch is made from the airflow of the fan.
3 ignitor come on
4. main gas valve opens and ignitor starts flame.
You are being stopped at step 2 when the fan does not move with the air. This shuts off and out the water heater from calling again. Find the fan switch and make sure it moves easily. They get dirty and also dry from lack of lube. Good luck.

Your hot water heater has two elements. The top one is working, but the bottom one is not....
The problem is most likely the bottom element, but could also be the thermostat at the top element that is not switching the power down to the bottom.
Either of these problems will give you just a few minutes of hot water as only the very top of the tank ever heats up.

i would check the softener before the water heater, when was the last time you did a back flush of the system? water sitting at the bottom of a water softener tank can get moldy and begin to rot, which causes H2S gas which smells like sulfur , its a breakdown of decay,, this will also happen if your home is using well water,, so check that first , empty the tank and clean it our ,, then back flush the system
