I have a toshiba mdl # CE32C10 that lost picture and sound. The TV still powers on and off but thats it. Prior to problem the picture would flicker from time to time. The previous owners said they were told to unplug it and plug it back in and that work for them. But does no good for the problem now.

I had the same problem on my 61" RCA TV... The switch for the power/channel changing buttons seems to be a faulty product... However if you are a little technical you can open up the front of the TV and disconnect the button panel from the tv and just use the remote to operate it.
sounds like you have bad solder joints on your set coused by heat transfer. You will need to remove the board and look it over real good on the solder side and resolder any that look bad if you can solder or take to shop to have fixed. There is high voltage inside the tv even if it is unpluged from the ac wall outlet. Be sure to unplug before you get inside of the tv even then you can still get zaped and it hurts.
GO TO MENU, THEN SETUP, SCROLL DOWN TO TIMER AND MAKE SURE IT IS ON 0 (ZERO) MIN. SOUNDS LIKE ITS PROGRAMMED TO GO SLEEPAFTER A CERTAIN TIME. THIS TV ALSO CUTS OFF AUTOMATICALLY IN 15 MIN. IF ITS TUNED TO A VACANT CHANNEL( NO PICTURE).
Just Connect signal to tv and run autoprogram. Or use video input jacks from converter to tv ( yellow,white and red video in ) and select tv/video on tv pannel front ( don't need remote control) I hope this work for you.
