Hold down the blue "fn" button when you press the key, it will give you the alternate character.

Cant print the symbol @ on my note book

Press SHIFT-2
if that isn't working , press and hold the ALT key, and type 64 on the numeric keypad then release the alt key.
If method 2 works, and method one doesn't, check your keyboard layout, and switch it back to US when you get the chance.
Also, see if the number 2 in the top row works at all...if not, the keyboard might be defective.

When i am typing @ cant instead @ the letter is " please help

The keyboard is set up wrongly or the laptop isn't one set up for your country.
If you get " when typing @ try typing SHIFT and 2 for the @ symbol.
You can change keyboard settings in Control Panel.

I seem to have pressed a button on my netbook that won't allow me to shift and use the @ symbol and ? symbol. not quite sure what button to press to get them back.

If pressing U I O P gets 4 5 6 * and pressing J K L gets 1 2 3 then what you had pressed was the NumLk key. There will also be an indicator for NumLk (or Lock symbol with 1 in the middle) that is on. To turn NumLk off, you need to press the NumLk key again. If NumLk on/off is shared with a function key, you will need to hold down the Fn key while pressing NumLk. On my keyboard, with the shift key held down and pressing the key with ? while NumLk is on gets + and pressing the key with the @ symbol on it while holding down the shift key gets @ regardless of NumLk being on or off.

You mean the "@" symbol? You should press the shift key(hold) and press 2 on the alphabet keypad. Remember on the ALPHABET not on the numeric keypad.

see on your keyboard's keys, the symbols which is above is to be pressed by holding down the shift. As ! is above 1 so for ! you have to press Shift + 1, same as @ is above 2 show for @ you have to press Shift + 2, simalarly # is above three so for # you have to press Shift + 3........... is it clear.....then... :)) ... otherwise Ask me again.
