Question about HP LaserJet 4L Printer
According to the HP support instructions this condition of all 4 lights remaining on requires printer service if the power cycle fails. Remove power input to printer, wait and put back in.
Have you been able to get the secondary error code?

Four lights means Fatal Error. There could be several causes, but first try this. Press and hold down the "Go" Button (in your case, it should be the Blue button). Once you hear the printer's cycle sound, release the button and wait for few seconds. If nothing happens, remove all the cartridges and the drum from the respective compartments. Now turn off the printer, pull out the fuser unit and check for any foreign particles or any broken pieces of paper carefully. Even a small piece of paper can create this havoc if it's stuck inside the passage. Even a piece of broken thread or something similar materials. If possible, use a blower to clean the unit. After you are done with the cleaning, power on the machine (Once you press the power button, keep pressing the cancel button till it's fully booted) and install the drum and the cartridges, now check whether it's gone or not.
