Hi, I have seen this type of problem before in my shop. It may indeed by a battery problem, the ONLY way to find out is to replace the battery, and test it again. However usually it is an internal failure, usually the Motor and or electronic driver;
Yes you can indeed send it "Out" for repairs. The best way to accomplish this is to contact a Local or head office of Samsung, and ask them for a referral to a servicing place.
OR, simply to to this website below, and it shows you what to do, to return your unit, for repair. usually the repair costs are very reasonable.
