Hi! It appears that possibly your hrad drive isn't set properly in the caddy? with the laptop powered down and disconnected locate the hard drive cover pop out the two locating screws and carefully move the caddy/hard drive BEWARE as the drive has fragile pins at the opposite end where you opened, hopefully little sliding pressure should remove. Check the retaining screws around the caddy (You'll need a small torx/philips screw driver for this) if all tight replace gently.
If you are uncertain I would recommend a technician check it for you.

Does it sit there and do nothing? Sometimes all that is needed is the battery pulled (disconnect power cord as well) Press and hold the power button down for about 5 seconds. Put battery back in and connect power cord. Now try booting. If nothing shows on the screen, the next step would be to connect an external monitor or TV (if you have one) to the VGA or HDMI port. If a picture shows on the monitor / TV but still not on the laptop, you may have a burnt out display... which is expensive to fix. You may find some good prices for screens on dbay.

Try to go to Toshiba Power Settings in the control panel and change the lcd brightness from there. If this won't work, this may be an LCD backlight issue and you would need to have a professional to change it for you. If it is under warranty, send it to toshiba for replacement.
