Question about Clymer EvinrudeJohnson Outboard Shop Manual 48 235 HP
Motor will fun up in revs out of water due to not having back pressure of water on the exhaust.
If it runs up fine at a angle and not if sitting in its normal place I would remove the carby then remove the float bowel (careful not to loose the little pin that hold the float in place) Once the bowel is removed and the carby is upside down then the top of the float (that now is on the bottom) will be even gap all the way across the carby.
I would bet it is a float level issue.
