Its just seated together with the gear/blades housing ,
make sure you didnt miss one screw, then pry and pull upward its just stuck as the gear housing and blades are pressed in and seat firmly making it seem like its stuck , over time all that paper goo is also binding it up .

you have 2 sensors in the throat of shredder. one on front side and one on rear side of throat. take a q-tip with alcohol and clean them as good as you can. if that doesn't do it, its a possibility you have a bad on/off switch or worse, a board problem.
