If your CD drive is not working, and you are attempting to use it for the recovery disk, that will likely fail as well. It does not mean that the disk is bad. Verify that the disk is still good by taking it to another drive, right-click and "Explore". If you can see the files there, it should still work just fine. But I don't think it will help you to solve this problem.
There are many posted problems exactly like this on the MS site. You haven't stated your OS, but this link takes you to guided help on resolving it. It does involve modifying your registry (always a risky business in my mind), but I have looked for quite some time, and this is the solution I have seen numerous times - and unfortunately, the only one. MS should address this, as it appears to be rampant, but... Anyway, the link is http://support.microsoft.com/kb/314060/.
There are only 2 other suggestions that may help. First, I saw one instance where the issue was resolved by a user removing Roxio 7.5, as that version is not Vista-compatible, and it solved their problem. The other is to take a look at the error code listing MS published at http://support.microsoft.com/kb/310123 and you will see that they indicate you should uninstall the driver, and then follow the procedure to let Windows find and install new hardware.
So, if I were facing an identical problem, I would make sure any CD/DVD software on my system was definitely compatible with the OS (including any and all updates as necessary). Then, I would attempt to uninstall the drivers and see if Windows reinstalls on its own. If not, then I would be down to following the instructions regarding modifying the filter settings in the registry, as there wasn't one case that I saw where this did not work.
