the o-ring is likely dislodged on the screw on cap

personally I would recommend just filling the soap container with water and a little bit of white vinegar instead of the detergent. You won't leave soap residue in your carpet that way.

Where do i put the shampoo in my bissell proheat turbo carpet cleaner?

On these machines there is usually a small container on the back of the machine below the handle.

Pull it out and fill all the way up with the proper soap.
