Your EPROM IC is down/bad.
try the shop to fix this. if your handy by locating this IC, what is an 8 pinned IC, change it by using the correct part.
be careful to buy the correct part because you will get an even worse picture if it is a wrong one. each EPROM is dedicated for the program to be run on a tv set. nevertheless you can also program a empty EPROM IC by yourself with the original remote but you will have to use a password to achieve this.
