Try smacking the side of the camera relatively hard with the palm of your hand. Eject the tape and reinsert. You may need to do this a couple of times.
Turn off the camcorder.
Remove the battery or disconnect the AC power adapter for 60 seconds.
Insert the battery or reconnect the AC adapter.
Turn on the camcorder.
If the error message appears, service may be required.
If your camcorder still shows the same error code, then you'll have to send in your camcorder for service

According to the manual, the error code C:31:xx:xx means an error that

Error "23" means: "S reel emergency during normal rotation",
i.e. the problem is with the tape deck mechanism and specifically
the supply reel.
Always check the batteries first but if is it still giving the same fault, your camera is faulty. It should be taken to an authorized repair centre for a repair estimate. Basically, the error message indiactes the reels are not turning, either because of a defective tape or a fault in the mechanism. Try a new tape. If the problem persists, you will have to have the camcorder serviced. please be sure to rate this solution. Thanks!
The errors you are getting are "reel" errors. One or both of the tape reels are not turning during tape movement and the camera is shutting down to protect itself and your tape. In this model this problem is usually caused by the take up reel shaft being bent due to improper insertion of the cassette although this may not be the case. Please inspect both the takeup and supply tape reels and insure they are in correct alignment, if not, a gentle push to one side or the other will place them back in operating position. for all those who try to fix a samsung camcoder with a mechanical problem in which the message on the display is "C.EMG", thie is the solution :
the problem is caused by the socket through which the axle of the cabestan motor passes through. the socket is fitted in the aluminium case of the motor. as it is known, aluminium suffers a process of seasoning/ageing and the bronze socket is no longer fitted in its original position. The socket moves towards the exterior and the cabestan, which consists of a magnet, gets near the 6 coils of the motor, starting a retardation effect. This problem can be solved by fitting the bronze socket with a small quantity of superglue or poxipol
Any of the following Error Messages "D.EMG, C.EMG, R.EMG, L.EMG" indicate a mechanical failure in the camcorder. The following steps may resolve the issue.
1. Eject the tape
2. Set to OFF
3. Detach the battery
4. Reattach the battery
