Since you limited the details. See if the speaker wire is connected properly and to the proper audio card connection. See if the speaked control panel is not set to mute output and see if the volume control is not at min.
As you plug in the speaker wire to the card with the PC on do you hear andy crackling noises at all.
If not see if the speaker hardware is powered amd the hardware dials are working.
See in the device manager that the drivers for the audio is correct.

On the spec sheet from Dell it says you have to have selected monitors with inbuilt speakers for sound. The monitor model that you have may not have inbuilt speakers.

take a digital multimeter and check through ohms range if there r show continuting the speaker than u know that your speaker is ok

Connection of inbuolt speakers on motherboard..

Pl Take Your Motherboard Make and model no with its diagram.

(1) Diagram contains inbuilt speaker pin where to connect wire.
(2) Anoter way please see on your motherboard small pin when wire hang. Read Carefully around pin in small latters for speakers pin.

If your monitor have inbuilt speaker, then you need not to plug it, because the monitor cable will work for that. I have ViewSonic 19" with inbuilt speaker and its working without any extra cable or connection.
