No suction. Changed the bag and dust is all over the top of the head and the bag is totally empty. Suction dial is turned all the way up.

Likely you have a plug in the most somewhere. If you have a plumbing snake, run it through the hose to dislodge the clog or you can try blowing through the hose to confirm it is plugged.

I have a Kenmore Progressive Upright Vacuum - Purple, and it worked just fine. I emptied the canister (like always) and put it back in place. I turned on the vacuum to it immediately shutting down (motor)...

Make sure that something didn't fall into the fan assembly in the base when the canister was removed. The motor should have an overload reset switch. Try moving the motor manually (power plug out) to make sure that it isn't bound up.

My Kenmore Progressive is making a noise that sounds as if something is blocking the suction. I have checked the tubes and can't find any obvious blockages

Have you changed out the bag? Checked the air filters? When you run it and hold your hand over the hose opening, do you feel suction?
Check the head for blockages, you said the tubes are good, so check the hose, if no obstructions there, open the canister and check the bag, if it's full change it, if not, pull it out and check the filter that's under the bag, if it's not clogged re-run the above steps but this time look for possible vacuum leaks. Let me know if this helps.

No suction

If the motor is running and is not full of dirt, and the hose is not plugged, the canister must be cracked or open somehow.
