this car is obd 1 so your would need to have a scanner that connects to OBD1, the caonnection ie under the dash, but is diffrent from the newer cars with OBDII, this problem sounds like a bad feed due to a short maybe in the blower resistor or the heater controls, i would start with the resistor then work my way to controls take a good look at the fan switch, hope this helps.
If you are turning the engine off before turning the headlights off then the headlights(only) will remain on for approximately 1-min. This feature allows you to use the headlights to get to where you want to, such as to your door with some light.
If your are turning your engine off before turning your headlights off, to turn them off - turn the headlights back on and then back off again. The headlights will turn off immediately.
However, if you are NOT turning off the engine before turning off the headlights, then this feature may be malfunctioning in the switch. To remedy this right away use the above procedure - turn back on then back off; until you can replace the malfunctioning switch.

you can buy new lights that will help but i suggest go to your local auto parts or even walmart sometimes carries it and buy well **** now cant remmember the name but its a cleaner conditioner that you use on head light covers the plastic gets foggy this stuff will take that away and let the light come out alot brighter
first check bulbs and fuses if no success the reverse light switch is located on gearbox sometimes wires come off and other times faulty and need replacing a test lamp on the switch will help to tell you whether or not power is coming out when in reverse to make the lights work
