That means that the monitor is in forced standby. This happens when an internal fault is detected. The state is called protection or protect mode. The state is not uncommon after a power surge. Either protecction kicked in because of surge sudden change of voltage, or the PSU is fried. PSU must be tested, even if this is most common fault, more parts may be damaged.
Try first leaving the unit disconnected from power for 15/20 mins, that will probably not fix the problem, but is a necessary step in troubleshooting.
