Squirt a little anti-seize between the slide tube and handlebar and carefully twist and pull with all your might. once you have it off grease the surfaces that make contact with each other and do not let it dry out this time.

Your sleve may be getting stuck on the spring, or the edge of the collapsing joint.
If your scooter's spring is caught, the sleeve will be very hard to pull up.
Check the path of the sleeve to make sure no snags are catching it.
Some grease may help, but the two surfaces in question are Aluminum, and not steel.
The folding mechanism should be hard to activate, because you do not want that to fail while you are in motion. Try to leave your scooter in the upright position mostly. :)
