I have taken the cover off and the tubes are all connected and I also checked the tank and the operates fine. I was wondering if i could have a bad gravity solution valve or something else.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.
You may have a bad water pump, bad gasket, the water release valve could be broken, or the water tank is not sitting on the opening properly or the trigger assm is not closing properly. Feel free to check with you local vac dealer or a new or a good used part if you find out what is wrong. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.
