I believe your laptop's keyboard has gone bad & needs to be replaced.
On e-bay.com, a new keyboard for your laptop model is around US$ 25 to US$ 45.

Borrow a keyboard from a friend. If it still does it then there is something strange with your computer. If it does not do it then your keyboard may be corrupt so buy a new one

When I type a letter on keyboard it keeps repeating the letter

The key might be sticking down, which is probably a defect in the product. I tested an ihome keyboard (Bluetooth) and everything except the spacebar was prone to sticking itself down, no pop spill or nothing. So, I recommend to return the keyboard if you still have the receipt and get a Bluetooth Apple keyboard instead, as ihome is good for their docks, but their keyboards suck!

Well it could be several things, not the least of things is radiated electrical noise. Seriously, I had several customers get hit with this problem. One test was to hold your hands just over the keyboard. If random characters appear, you sitting within the radius of a strong transformer.

Look around the area you are in, do you see any type of antenna nearby? If you do, rotate your lap top 90 degrees.

Also, the keyboard may be starting to fail. From your description I would suspect that the scan code for the key you pressed is not getting reported back to the CPU properly.

Replacing the keyboard on a Satellite is fairly straight forward. The replacement part from Toshiba only cost $35. and that included shipping.

Doubled accent with single keystroke (using Language Bar)

It's just a glitch that may happen from time to time. The first thing is to reboot, and more likely than not it will be gone.

On my Toshiba Satellite Pro M15-S405, i would push a certain letter on the keyboard and instead of typing that letter, it would make a window pop up. Is there some kind of setting that i can change to...

Your windows key (the one with the flag) appears to be blocked. Try pressing them both (or 1, if you only have 1) once, see if the keys work again. If not, try taking the keys off the keyboard (just put somthing under them and pull) and put them bac on. If that doesn't help either, you will have to have your keyboard replaced.
