What type of PCI card? Sound? TV-capture? High-end video-card?

If it is a destop then u should make sure that ur RAM is inserted
properly. If not then do it may be it works.

Power comes on; monitor blank; no power to usb but power to cdrom drive

Could be mainboard.

Seems like a mainboard issue. If the unit finishes booting I would say possible video card but really seems like mainboard to me.

The computer is an HP a123on. This one has a continuous one second beep, with a one second pause. The cables have been checked, as well as the memory for connection. Could the recent graphics card addition...

I think you're onto the problem, chances are that it is a recent hardware change that is causing the problem, take the card out and replace it with you normal one, if the system boots go into the BIOS and set the BIOS to defaults, save and exit. The computer will try and restart so just turn it off again and reinsert your new card and try to boot up.
If this does not work then chances are the new card is not supported by the system.

Server power issues with PCI cards

Have you tried inserting it in a different PCI slot? I understand that this one in not faulty, but obviously the HP isn't getting its POWER OK signal ...

How do I upgrade the pci ide drivers on my pc.

pcs dont tell you its out of date they either tell you its not installed or its fine. i think another driver software is telling you this, if everything is working fine then just ignore it, you dont have ti obay every message your pc tells you.
