I guess you don't tell us the manufacturer & model of your laptop to make it more of a challenge ??
Well - try using the Laptop on the mains block without the battery ... most laptops will work w/o the battery - so if it works, then the power block is OK and the battery is duff = replace battery. If it doesn't work, then MOST LIKLEY the powerblock is out = check fuse & if OK, replace power block - if still no good, replace the laptop.
