I don't know how long it takes for a solution to appear here. I posted one, then had to login, so not sure it got posted.
Anyway, the problem is the Windows firewall program, or any firewall program running on your local computer. The samsung monitor has two-way communication with the computer, and the firewall will stop the communication, which is why it appears to be non-responsive, when in fact it is disallowed from responding.
Turn off the Windows firewall and use a hardware router to isolate your LAN from the WAN. I posted a more complete answer, if it appears, then I won't need to elaborate further.

Connect the printer to a different computer, and see if it is auto-detected, or if the printer itself is "dead".
Try a different data-cable between the printer and the PC, to ensure that the data-cable is not the problem.
