On your float valve, there is a plastic adjustment screw. You can turn clockwise to increase water level in tank. You want it to fill to about 1/4 inch below the overflow pipe in center of tank (where the water is spraying in bowl through the small tube). The weight of the water in tank forces water into the bowl. This should get you maximum water in the bowl.
Let me know if this worked for you. I had the problem when I recently bought and installed new commodes and had different water levels in each, one of which, was almost none. It worked for me.
