In fact, this is a system update error. What this means is that the error is caused when something goes awry during a system software/firmware update, or whilst you are attempting to update/download a game. We know this because it belongs to the "80x" family of error codes, which signify connection and network based errors on the PS3. Basically, something has gone wrong while you were updating your console.
A common factor behind this is a faulty Internet connection. Typically, this occurs on consoles that are connected to the update network via a wireless connection; wireless is much less reliable than an actual hard-wired connection as it can be interrupted relatively easily. Therefore, you are much better off to use a wired connection to avoid the PS3 error 80710723. Also, you may have to reset your modem/router.
Many gamers find that the problem can be resolved by firstly switching to a wired Internet connection, and secondly disabling the "media server" option in the network settings menu on their PS3 console. Sometimes, the RSS setting must be disabled too.
