You can use a paper clip and jump the connection from the green wire to a black wire next to it, this will force the power supply to turn on. If the PSU turns on, the means your issue probably lies elsewhere in the system, like a bad power switch or connection.

Test a power supply

if your PSU starts (fan is spinning) you can test it with voltmeter. to check voltages for motherboard do next:
1. take PSU out of case
2. put power cable in
3. with some wire connect green and any black on MB connector on PSU (20/24 pins)
4. fan should start spinning
5. use voltmeter to check voltages

this is just basic. real PSU test is when you have device that will burden PSU while testing...

Toshiba laptop a210-15k wont turn on .power lights and battery lights on .when i pres the button of power it begins to stars and I hear the noise of the fan moving for 10 sek and then the fan slows down...

1. Take the battery out of the laptop & try to turn on the laptop using power adapter only. If the computer turns on, then the battery is defective & needs to be replaced.
2. Make sure the power adapter is not defective. Test the output voltage of the power adapter using a voltmeter. Compare the voltmeter reading to the nominal value written on the adapter or the laptop.
3. If you have another processor which is compatible with your laptop's model, try swapping processors & test to see if the laptop will work.
4. The motherboard could be defective & needs to be replaced.

Not sure if power supply is good??

The supply fan won't run unless you turn the supply on. You can do this by shorting the PS_ON pin on the output connector to an adjacent ground pin. (This page has a nice diagram of the power supply connector.) And just because the fan starts turning, it doesn't mean the supply is good.

Measuring the output of the supply without a load can give misleading results. Especially with a digital voltmeter, outputs can look good but drop too low under load to run the computer. You can buy a power supply tester from several sources that you plug the supply into, but nothing beats an operational test in the system.

New power supplies are quite inexpensive. It might just be easier to buy one if you have any concerns that your current supply isn't working. You can also test the supply in another computer. If that one shows the same trouble as the one you pulled the supply from, you know the supply is responsible. Otherwise you know you have more troubleshooting to do in the rest of the system.

Hope this helps, and thanks for using Fixya!

Wine Enthusiast 16-bottle thermoelectric wine refrigerator DEAD

usually bad power supply, if the cooling fan isn't running either. These are horribly inefficient coolers that use a lot of power to accomplish little cooling. The power supplies are quite notorious to burn up.

If your supply is 12vdc output, you might be able to replace it with a supply from radio shack. dont use a battery charger though.

RCA TV THE FAN DOESNT WORK I THINK THE FAN COOLS

yes it does keep tv cool. The fans do wear out, but sometimes the circuit that powers the fan can have overheated or burnt out capacitors and won't send power to fan. You can test power with a voltmeter and capacitors with an ohmmeter. You can parts at shopjimmy.com

Intel PC wont boot past startup and keeps shutting down unless I disconnect the cooling fan, let it start and then reconnect the fan

hi,

might have to get a higher wattage power supply,
the initial amperage draw plus everything else may be causing the stock power supply volts to dip past the limit
maybe download the intel active monitor and study that, or hook up a voltmeter and watch the output at startup.

good luck with your toy

Dimension 4700 series does not power up??

make sure the power cord is plug in tight, or try another power cord.
make sure the fan at the power supply comes on. if it still doesn't power up, then you need to check the power supply with a voltmeter at the output pins.

A great way to test a PSU is to use a PSU Tester. The device allows you to see if all the circuits are getting power and it only requires you to plug it in to power. This allows the ability to test it safe and reliably without accidentally damaging hardware. Below is a link to a tester.
