I see them all over Ebay for about $50. (Buy Now)

IF, you go for a newer style motherboard, perse one that will use Dual, or Quad Core processors, 4 or more GB's of Ram Memory, and a PCI Express graphics slot that is the 2.0 version, you will need to buy a new fresh copy of Windows, and install it.

Don't bother with a Restoration Disk, if you have one.

This is from your statement, "Where can I find the NEWEST........"

The motherboard you have now, has an Intel 865G motherboard chipset.
(i865G. The i stands for Intel.
The Northbridge chip is Intel 82865G. The Southbridge chip is an Intel ICH4)

The max processor that can be used, is an Intel Pentium 4 with an 800MHz FSB.

(MHz = MegaHertz.
Mega = Approximately 1 Million
Hertz stands for Cycles per Second

A Pentium 4, 3.2GHz processor can operate up to, {Theoretically} 3200 Million Cycles per Second.

Also stated as 3.2 Billion Cycles per Second.
Giga = approximately 1 Billion
3.2GHz
3.2 Billion Cycles per Second.

FSB = Front Side Bus)

Woo-hoo, a Single core processor that might hit 3.4GHz. (Don't think the Intel 865G will support the Pentium 4 3.8GHz. Not really sure if it will support more than an Intel Pentium 4 at 3.0GHz, due to the BIOS program)

The max amount of Ram Memory is 2GB.
Not bad if it isn't DDR Sdram at 266MHz, (PC2100)

Problem is, IT IS.

Graphics is an AGP 4X expansion slot, or Integrated graphics.

http://en.wikipedia.org/wiki/List_of_Intel_chipsets#Pentium_4_Chipsets

I've seen barebones computers lately that has an AMD Phenom Quad Core processor, (2.1GHz ).

Can use up to 8GB's of DDR2 Sdram

A PCI Express 2.0 graphics slot, (With a mediocre graphics card. Nvidia GT9500, if memory serves.

S-M-O-K-E-S a computer that uses an AGP graphics slot, that is 4X in 'speed'. lemme tell ya'), and sells for around $299

Just install the Operating System.

What makes you think the mobo, (MOtherBOard), is defective?
Do you see bad capacitors?

Computer clean inside, as well as inside the Power Supply?
Power Supply operating okay, or does it have a weak voltage power rail?

Fans, to include the Processor fan, Computer case fan/s, and Power Supply fan, clean? Spinning correctly? Or spin a few times, and stop? Or not spin at all. They need to spin ALL the time.

[When Windows is installed on a computer, it assigns hash values to certain major hardware components inside the computer.

Examples such as;
A) Processor:

B) Harddrive:

C) Motherboard: Specifically the motherboard chipset, and Integrated Graphics chip, (IF used), plus the BIOS program, and version.

D) Graphics chip:

Whether the GPU is soldered to the motherboard, (Integrated Graphics), or on a removable adapter card.
(Graphics card. Also stated as Video card)

{GPU is Graphics Processing Unit;

http://en.wikipedia.org/wiki/GPU }

Change any Two of these hardware components, and Windows will want to be Activated again.

There is no foolproof method to get to the Windows Activation screen, from a users standpoint. Call Microsoft, see if they can guide you.

IF, the Activation windows does come up however, Left-click on it.
I suggest clicking on the option 'Call Microsoft'.

Tell them you want to activate, (Free), and follow their instructions.

This means you want the SAME type of motherboard, that came out of your HP Compaq D530 Convertible Mini-Tower.

If you have documents on your harddrive you need to save, just but an economical external enclosure, (IDE. Also known as PATA), and install the Harddrive in it.
Now plug the external enclosure's USB cable into any available USB port, on another working computer.

You WON'T be saving programs you have downloaded, or installed, and also the Windows program.

Example of an IDE (PATA) external enclosure,

What type of dual core processor can I use for my dc7600?

The motherboard for the dc7600 has an Intel LGA775 processor socket. However, not all LGA775 processors are compatible with the motherboard. For the small form factor, the following CPUs are supported: Intel Celeron D Processors:
Intel Celeron D 331 Processor (2.66-GHz, 256K L2 cache, 533-MHz FSB) , Intel Celeron D 336 Processor (2.80-GHz, 256K L2 cache, 533-MHz FSB) , Intel Celeron D 346 Processor (3.06-GHz, 256K L2 cache, 533-MHz FSB)
Intel Pentium 4 Processors with HT Technology:
Intel Pentium 4 521 Processor (2.8-GHz, 1-MB L2 cache, 800-MHz FSB) , Intel Pentium 4 524 Processor (3.06-GHz, 1-MB L2 cache, 533-MHz FSB) , Intel Pentium 4 541 Processor (3.2-GHz, 1-MB L2 cache, 800-MHz FSB), Intel Pentium 4 620 Processor (2.8-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 630 Processor (3.0-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 631 Processor (3.0-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 640 Processor (3.2-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 641 Processor (3.2-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 650 Processor (3.4-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 651 Processor (3.4-GHz, 2-MB L2 cache, 800-MHz FSB), Intel Pentium 4 661 Processor (3.6-GHz, 2-MB L2 cache, 800-MHz FSB) or
Intel Pentium D Dual Core Processors:
Intel Pentium D 805 Dual Core Processor (2.66-GHz, 2x1MB L2 cache, 533-MHz FSB), Intel Pentium D 820 Dual Core Processor (2.8-GHz, 2x1MB L2 cache, 800-MHz FSB), Intel Pentium D 915 Dual Core Processor (2.8-GHz, 2x2MB L2 cache, 800-MHz FSB), Intel Pentium D 925 Dual Core Processor (3.0-GHz, 2x2MB L2 cache, 800-MHz FSB), Intel Pentium D 930 Dual Core Processor (3.0-GHz, 2x2MB L2 cache, 800-MHz FSB), Intel Pentium D 940 Dual Core Processor (3.2-GHz, 2x2MB L2 cache, 800-MHz FSB), Intel Pentium D 945 Dual Core Processor (3.4-GHz, 2x2MB L2 cache, 800-MHz FSB), Intel Pentium D 950 Dual Core Processor (3.4-GHz, 2x2MB L2 cache, 800 MHz FSB)

Unfortunately, these are old processors and I don't see any available new. Newegg.com lists a couple available as refurbished. You may be better off getting a new computer with either a Intel I3 or current AMD processor.

I wish that I had better news for you.

(do not attempt to use a CPU that your motherboard doesn't support. It probably won't boot.)

Still lagging in WoW!

Answered originally by TimIsHectic:

Assuming you mean a bad framerate and not actual 'lag', the problem would appear to exist in your processor, as it is old and outdated. and only just fits the minimum requirements to RUN THE GAME, not run the game well.

Answer: You should upgrade your CPU to a Pentium Dual-core at least.

WoW System Requirements

Recommended: Dual-core processor, such as the Intel Pentium D or AMD Athlon 64 X2

Recommended: 1 GB RAM (2 GB for Vista users) Video: Minimum: 3D graphics processor with Hardware Transform and Lighting with 32 MB VRAM Such as an ATI Radeon 7200 or NVIDIA GeForce 2 class card or better
Recommended: 3D graphics processor with Vertex and Pixel Shader capability with 128 MB VRAM Such as an ATI Radeon X1600 or NVIDIA GeForce 7600 GT class card or better
