if your problem has existed since the begining of installment it could be a return/ thermostat placement problem. if the return is to close to any supply vents it will run like that and your thhermostat will read like that

SOURCE: Have a T8011R programmable heat
Turn the breaker off and disconnect the power to the thermostat for a few seconds. Then then reconnect and turn breaker back on and try adjusting now. Setpoints Are Permanently Held In Non-Volatile Memory And Retained During Power Outages

This can be due to a faulty thermo sensor or if the unit is fitted with a pressure safety switch, it could be short of refrigerant.

one of my customers had the same fault recently. We tryed to reset the radio connection but, the appliance still did not respond.
The receiver was disconnected for the evening to prove boiler and system functionality which was ok.
Next day we installed new receiver & followed set up. customer has had no symptoms for 2 mnths.
