Remove and clean or replace the oil crankcase breather located on the othe side of the engine from the carb. It is also sometimes called the valve cover on flathead engines. It will have 2 screws holding it on the engine block and it will connect to a small tube that goes across the top of the engine to the air filter housing. See if you can check this tube to make sure it is clear. Run a small wire through it first has to be clear. If it is clogged, then spray some carb cleaner spray into in and work it until it clears. Your mower may have been tilted the wrong way at some point or there is excessive blow-by meaning the engine is quite worn and oil is moving to places it doesn't need to go.

Why do i blow fuses when i turn on blower

this sounds like the blower motor is drawing more amps than the circuit is designed for causing the fuse to blow. disconnect the blower put in new fuse it probably won`t blow telling you that you need to replace the blower motor.

My 2002kia is blowing out oil really bad all underneath it could it be a clogged pvc valuve wher is it located

Check the oil pressure switch first, just have the car idleing & watch the switch to see if its leaking. if not look for the clean part as a bad oil leak will wash the motor where it is leaking. common mistake people make when diagnosing oil leaks is to look for the dirty parts but you need to look for the clean part.

Fuel line came off one side is still connect to the carbutor

The fuel line runs from the fuel petcock to the carburetor. On either end, there should be a "nipple" where the fuel line connects. If you can't find it, something is broken.

At 40K miles it shouldn't burn that much oil, unless the motor has been abused or overheated. With no signs of oil leaks, the engine must be burning it via the exhaust,

Change the oil (use a good quality oil) and then observe oil consumption.

If it still uses excessive oil check further as below:-
1) if it blows blue smoke on steady accelleration (pistons or ring wear),
2) only blows blue smoke on initial accelleration after a period of steady coasting or de-celleration (faulty valve stem oil seals).

My 1999 VW polo 1.6i blows oil from the dipstick hole. What could be the problem? (not listed but similar to jetta)

sump is pressurising it will be ahead gasket ,if you are lucky cracked block if youare not but iwould think head gasket

Can't get it to start. the pull cord is extremly hard to pull

take spark plug out you may have cylinder full of petrol or oil.crank motor over with rope see if its free.if liquid comes out blow out with air clean /replace plug & try again.check oil level also.
