Have a look at the label on the bottom of the V3000 laptop and check the voltage and amps power rating of the laptop.
If the DV9000 adapter has the same voltage and current rating (amps) or higher amp rating then it is suitable for the V3000 laptop, provided the power plug fits the V3000 power socket.
go to compaq.com support they'll ask for your model number operating system xp or vista or windows 7. If its xp they have the driver download available all though I doubt if you need it unless you just installed the xp os. To answer your question yes it does if its ap 2140 there is no pp2140 that i saw.
Theres no magic fix for this model that I know of. If you do get it started again, try to do a bios update from Compaq for that model. Sometimes there are BIOS updates that fix this kind of issue but the computer has to run in order to install the update.
start wit ha power reset, remove the battery, remove the ac adapter, hold the power button for 1 minute and then repalce the battery and ac adapter, if theres no go try it with just the ac adapter, sometimes the batteries short out. if all else fails its probably the mmobo and i suggest calling compaq for warranty support
