Question about Acer Aspire 5610-4648 Notebook
Check your region and language; try setting it for a country that speaks English and then take a look, make sure the interface is installed in English, the drivers could be in any language but I do not think this has nothing to do with the interface.

First,Even Though my rank is apprentice, i know a fair bit.
Anyway, I own An Extensa 5220 and the simple answer is:
There is no Bluetooth Antenna/Adapter in it.
The Bluetooth Adapter is if you get it custom made with bluetooth i thinks so sorry to dissapoint you but you will need to buy a usb bluetooth dongle.

I wrote to Acer myself about this and this is their reply.
The other way before Vista starts up is to tap ALT + F10 (at the same time repeatedly) when the computer is first switched on.. The window of opportunity is very small, so this may take a few attempts
Once you have tapped both the ALT and F10 repeatedly, you may see a screen showing:
“Edit Boot options for Microsoft Windows Vista”
If you see this, unfortunately, you have missed the window of opportunity, and you need to restart, and try again.
If you see this:
“Edit Boot options for Windows Setup” OR “Edit Boot options for Acer eRecovery”
Then it indicates that you have tapped the ALT + F10 correctly, and all you now need to do is press “Enter” and the Recovery program should load on your screen after a short pause..
In some cases, you may need to remove the battery (for notebooks only) and run the machine directly from the mains.
The Disk2Disk recovery feature allows you to recover the system without recovery CDs.
This will return your system to factory settings and will delete everything stored on the machine.
If possible we strongly advise backing up anything important on your machine before starting the recovery process.

Bring your Laptop to the nearest Computer Center or any Local Technician to see your laptop. Laptop like this are problem with short circuit or manage power voltage connection.
Also it's having some trouble with motherboard pizza's inside.

With additional language files, you can change the display language on your computer so that you can view wizards, dialog boxes, menus, Help topics, and other items in Windows in a different language.
There are two types of language files:
Windows Vista Multilingual User Interface Pack (MUI). Windows Vista MUIs provide a translated version of most of the user interface. MUIs require a license to be used and are only available with Windows Vista Ultimate and Windows Vista Enterprise. If you are using Windows Vista Ultimate, you can download MUIs by using Windows Update. If you are using Windows Vista Enterprise, contact your system administrator for information about installing additional languages.
Windows Vista Language Interface Pack (LIP). Windows Vista LIPs provide a translated version of the most widely used areas of the user interface. LIPs are freely available to download, and most LIPs can be installed and used on any edition of Windows Vista. Because not all of the user interface is translated, LIPs require at least one parent language. The parts of the user interface that are not translated into the LIP language are displayed in the parent language. When you download a LIP, you get the parent language requirements for that language. The parent language pack needs to be installed before the LIP can be installed. For more information, including a list of languages available for downloading, go to the Microsoft Local Language website.
