Since you have done a good job bleeding the system, I will suggest that the impeller on the pump is bad. Many times these will simply deteriorate in the volute causing the symptoms that you describe.

The control panel gets its power from the central heating unit's power point. Try turning the power off outside at the powerpoint next to the ducted heating unit and try turning it on again after a few seconds, see if it resets

Go online to www.cheapboilers.com who deal with this type of boiler. It would be very difficult to troubleshoot this boiler with the information supplied. I hope this will be of some help to you.
They should also be able to get you a manual for your thermostat.

It would be helpful to us if you had includes the make and model of the boiler that you are talking about...
Is it gas or fuel oil???
My impression from what you have said is that the control know as the triple aqua stat relay is bad and it is not tripping on the burner on a call for heat...or the circ. pump for that matter...but I have no idea if you have on of those on your unit or what controls you may have so I'm making a very fuzzy guess there...
At any rate your problem is a control issue and whatever controls your boiler needs to be repaired and/or replaced...
